I don't know, as I haven't used cloud gaming.  The emulator is an app that runs locally on it, and I put the ROMs directly onto my Nvidia Shield device. It has a USB port on it where you could copy files from a USB flash drive (with an app); it also has a setting to enable access to its storage via a local network share, so you could copy files to it over your local network.
