They just didn't have the chops - they secretly contracted a company called Ikegami Tsushinki. It only came out when they made Donkey Kong Jr. off the same code and Ikegami sued them. In 1996-1997, a japanese magazine published a column by a Ikegami developer about arcade work, including Donkey Kong. Kate Willaert crowdfunded a translation of it. Here it is: https://shmuplations.com/donkeykong/ -- An interesting read and interesting to get a translation almost 30 years later!
