I had to re enable microsoft defender and tell it that ldntvdm.dll was to be allowed and it worked fine. I had orginally turned it off before I tried to install it and it was being automatically deleted during install. I even tried to load it on a usb drive and move it over manually only to be deleted on the usb drive. So in my case turning windows defender back on again and telling microsoft defender it was allowed solved the problem. This was the opposite of how I did the install on the older laptop and the newer desktop. Everything works now.
