Yes, there were procedures violated on the part of several voters, including 
one who later corrected himself.  I've been personally more concerned with the 
at least 2 ballots that arrived at 1:320/119 but not at 1:320/219 (until I 
rescanned the echo from 1:320/119 to 1:320/219.)  Apparently either SEEN-BYs 
are getting 320/219 added where it shouldn't be, or (more likely) there is/are 
a packet or packets that has/haven't been received by 1:320/219.
