I was submitting the article in the manner that I previously had arranged with 
the editor; I was not notified that any change was necessary.

The election was conducted in FTSC_PUBLIC; therefore it is reasonable for the 
results to be published there as well.  It was also submitted to FidoNews; due 
to circumstances that were beyond my control, it was not received for 
publication on time.
