The article was queued for sending to Bjorn at 7:32 AM EDT (11:32 AM UTC) on 
Sunday, March 9th.  However, probably due to his system problems, it didn't 
get sent until 7:26 PM EDT (11:26 PM UTC), so it missed his publication 
deadline.

It was also posted in FTSC_PUBLIC on Saturday, March 8th at 10:57 PM PST 
(Sunday, March 9th, 6:57 AM UTC) so the voters had ample opportunity to file a 
challenge if they felt the need to do so.
