This takes about 10 minutes. While the potatoes are steaming, heat the ghee in another pot and pop the mustard seeds. Lower the heat and melt the ghee, then add the chopped garlic and cayenne and saute on medium heat until the garlic browns. Add the milk, caraway seeds and salt, and warm the milk over low heat.
