Add the "Ignore Packed Foreign NetMail" option

.... that Deuce asked for in issue #1003

I do find it a little unnerving that a message in a received packet will just
disappear into the ether, but it was simple to implement, so might as well.
I spent more time word-smithing/wrapping the help text than anything else. :-)
