if avatars_lib.netuser_fname() returns false, don't create/update a file

i.e. 'ctrl/false'

This was just bad error checking in this script, but the underlying error
(avatars posted to SYNCDATA from TL-QWK BBS) has been fixed with the previous
change to avatars_lib.js (supporting dash in QWK-IDs).
