Allow username/number to be passed to change_user() via C++ sbbs_t and JS bbs

This gives more flexibility to other (e.g. full-screen) command shells to do
their own prompting.

These functions/methods now return a boolean too (indicate success).

Allow ";help command" to work on partially-specified commands
