This is a bogus message. It isn't possible for anyone to have address 1:396/4 -
it's not open to the public and has no user interface. 1:396/4 is simply the
address of the stand-alone NewsGate machine.  Anyone posting to the
alt.bbs.synchronet newsgroup would have to post from a FidoNet address and be
linked to my ALT-BBS-SYNCRHONET echo. There'd be a dead giveaway who's posting;
their address would show up in the "+ User FidoNet address" kludge.

This isn't the first time someone has tried to do this crap - it didn't come
from here or I'd have a log of it and could cut that Node off straightaway.
Feel free to post this to the newsgroup if you wish.
