why do you think they would do a cap? it's not skin off their nose if they 
have too many.  and if it's oversaturated it's to uber's advantage.

when i did DD they would mark an area as being 'hot' early in the morning. 
this is hours before any restaurant is open.  they wanted to have people 
available.
