If he cannot even figure out how to put a card in a punch slot then, yeah,
there is a serious problem there.  Probably needs to be let go.
 
I know you discounted it, but the increased awareness, and testing, accounts
for a lot of the uptick.  Although they probably don't count in the numbers, I
think there are also a lot of people who abuse the increased awareness and
claim to have autism as an excuse for bad behavior.
