By this I mean they are echo chambers in which certain things are forbidden by the rules, but the rule is enforced only if it is a certain sort of person breaking it - if it is somebody who follows the party line everybody is ok with rules being pissed on. Frankly I think general purpose forums work much better when they run Wild Wild West style.
