My personal opinion is "no" but, once you accept that a network is such by
continuing to carry the echoes, you have accepted it.  As I said, you can
always drop some/most of the echoes from your own system and carry just the
support ones.  The caveat here is that DOVE is pretty active compared to
most other "othernets" so removing those echoes may remove a lot of traffic.
