The chief ingredient is propylene glycol and/or vegetable glycol. These are ingredients used in countless food, medicine, cosmetic, and other products. Been to a live show? Theatrical fog is the same stuff, just un-scented, and obviously does not contain nicotine.

It's true that a lack of regulation means potentially bad stuff in the flavouring compounds (see below), but if you buy from reputable juice manufacturers who are open about their ingredients, and/or operate in a jurisdiction that regulates the industry, you are far far far better off than inhaling combustion products.

Popcorn lung is associated with diacetyl, found in popcorn flavouring (hence the name) and some low-quality vape flavouring compounds. It is not associated with vaping itself. In countries that regulate vape juice (like the UK), diacetyl is a banned ingredient.
