My internal codes and area tags are different here.  Someone likely added
FIDO to their synchronet board and used DEBATE as their internal code for
FIDO DEBATE which, in the synchronet install, is/used to be the default
internal code for this DOVE echo.

I actually can believe that someone might have made that error.

I don't use the default internal code for *either* echo here.  Dove is
DOVE-DEB, and FIDO is DEBATEF, and I can tell they are different just by
checking what messages are in each one.  DOVE DEBATE is active, where the FIDO
echo very much is *not*.
