Can you can shut down Steam (not even running in the background), and still run the game without it re-launching, or requiring Steam (or whatever other launcher/app the game is originally tied to) to be running? I just tried this with Resident Evil 4. Shut down steam, ran "re4.exe", Steam opened, and asked if I would allow Valve to access my computer.. and now Steam is again running in my background.
