They fired a bunch of NWS employees.  After a couple of deadly storm
outbreaks, they are trying to hire a bunch of them back (125 at last count).

Similar things happened at the FAA... fired a bunch of people then realized
they needed a bunch of them back.

There are other instances of them "firing" people but having to continue
paying them, to not work, because the manner in which they were fired is
legally questionable.
