This is correct. The government should actually be in FAVOR of those who got a
refund because they gave the government an interest free loan over the course
of the previous year.  Anyone who gets a refund would be better off adjusting
their withholding. The *best* scenario (for the taxpayer) is to come out as
close to zero each year when filing. Of course, that's the worst scenario for
the government because they are getting less "spending cash" throughout the
course of the year.
