I don't think pine can do that.  Awhile ago back, I tried to do the same thing
as you are right now.  I finally realized that it would be easier to change my
sig before I use pine/mail/elm/whatever.  So I wrote a little program that would
change my sig for me.  Anyways, If you are interested in this little program,
drop me an e-mail and I'll send it to you (address is in my sig).
