As I read his question, a thought flashed through my mind, how about a Gifscii server? You would go to a web page, enter a url to a GIF you put in your public html or ftp folder, maybe enter some parameters (ie columns and lines, etc), and press the button. It converts the GIF and puts the results on screen, which you can copy and paste or download.
