Since it has never been planned by Starfleet Command, nor constructed, it is
highly improbable that it can be used against Vulcan Admirals.
There is another fact about it which prevents you from using it against a
Federation Admiral: Since it is "U.S.S. Enterprise", it is a Federation starship.
And, the Federation does not kill its important members...
That would rather be a Romulan strategy.
