One Man, One Gun, One Vote: the operating formula for a strong democracy. (Of course, "Man" should be "Person"; and "Gun" should be "Effective Weapon" with the understanding that it is generally available for service to the state - as well as in protection of the rights of the individual within the state.) As I recall (which may well be incorrectly), the general theory is that every household is always available to aid in the national defense. I think that the source I heard this from indicated that Switzerland had one of the lowest instances of home-invasion of any country in the world, more or less as a side-effect of every household being known to possess a military weapon, and training to use it.
