Maybe if you offered a share of the profits you might have more luck convincing artists to allow the use of their work commercially. So if a T-shirt sells really well , more money is given to the artist that made the artwork used on it , and if it doesn't sell so well , the artist gets less. This would motivate the artist to create works that sell well.
