No; ordinary home users like me don't get write access to the cgibin.  That
would enable me to make a professional, scripted, business website.

Business account holders are given this priveledge.

Would it be possible to make a Javascript that would run from my page, that
would access something on your page (say, an empty text file), and have a
cgi on your server monitor the number of times that file was accessed?
