That. Well it depends on the way the kernel is set up with its vertual machiens and what nots. I am not about to get into all of that here on the list because it is just way more than most people care about and I am not an export. If you check the kernel mailing list archives for references to "idle" and a few other words that I can't remember you will find some references to the reason behind it. Its all really an issue of semantics that the average person just not going to need to know about which is why I forgot all of what I read.
