Whether it is planned or not makes no difference to the reader (as long as the planning can't be seen) It has good timing. There aren't too many words to read. There is subtext (in the first frame, we have no idea why Mandy is laughing but it is clearly at Nerdboy's expense) There is movement - Nerdboy's slump of defeat in the first frame, then in the second frame his arms out in emphasis as he explains to Fanboy yet again why he's so demoralized and the brilliant blank look in the 4th frame. (I would have liked to see a little bit of impatience on Fanboy's part in the third frame as Nerdboy seems not to be responding but it didn't seem worth mentioning) The punchline is short and to the point. As I said before "#254 is brilliant.
