It is included in JavE for a very long time: Choose the Watermark tool from the tool bar on the left - it is the tool second from the bottom (yes, the one with the ugly icon - can anyone provide me a better one?). In the options dialog you can then load an image to use it as watermark. Move it around and scale it easily - you can also adjust brightness. Switch to another tool to draw whatever you want, hit Ctrl-P or the watermark button at the bottom of the editor to show/hide the watermark. That's it. Or are you looking for something else?
