Forget dubbed TV, people learn a whole lot more from subtitles. Here in Holland most foreign TV programs (unless it's for kids up to, say, 8 years old) have subtitles. The main advantage of that system is that it's cheap and people learn English whilst watching their favorite show. Think about it, you hear the words and you can read the translation at the same time.
