Just a note that demon.co.uk must be doing something right, because I
am getting no problems here or in my big alt group (250 messages per day
with all the usual northamerican and european contributors present).
If nothing else, a bunch of sensible providers such as demon, xs4all
and one of the decent northamerican ones will just have to combine in
a mutual feed and NoCeM whole problem ISPs out of their shared network.

Then the mnessage will get round bt simple market mechanisms: if your 
local newsfeed is collapsing for lack of such measures, then either
they join in or lose your custom. Sensible users who find themselves
getting nowhere because on spm ISPs will move out fast.
