Oh dear, I wrongly attributed this picture to Hakuna Matata who 
posted it without an author reference.

Allen Mullen tells me he did that one and syas that it is Hippety 
Hopper from Warner Brothers cartoons.  

Hope the attribution correction gets widely seen and propagated.
