If you would like to stop it, simply report the people to their
service providers. You can get their service providers address from
the message header. Even if they attempt to fake it, the original
providers address is in the message forwarding history as the
first entry.

I have several responses form service providers that they are canceling
accounts of the spammers. If it is the person's first offense, they will
usually only get a warning.
