The colors that Netscape and MS Internet Explorer in 256 color mode use are multiples of 51 on the RGB scale. The values are 0, 51, 102, 153, 204 or 255 for red, green and blue (which correspond to 00, 33, 66, 99, CC and FF). For example, a possible flesh tone is red 255, green 204 and blue 153 (FFCC99). You can define these colors in Netscape Gold when you select Properties, then select Font Color, then select Display Custom Colors. Fortunately, most web browsers (except for Netscape Gold Beta) appear to be able to make the closest possible match for colors other than those in the 256 color palette. Netscape Gold Beta does fine when using 64K or more colors but gives me gray for all font colors except the standard 16 colors when a computer is turned down to 256 color mode. Netscape Gold B1 made it very simple to colorize ascii pictures but unfortunately it expires April 15. The newer B2 version is a real hassle to use for colorizing pictures. MS Internet Assistant limits you to the 16 basic colors for text but I may try using it and then use the replace command in MS Word to change the colors to the ones I prefer. Maybe someone knows a better color editor. The key thing for colorizing ascii pictures is to be able to see what you are colorizing. I think it would be almost hopeless to try to colorize raw html. You can see some of the pictures I've colorized on the web page listed below. I've done a color version of the picture below.
