There are several long-standing moderated groups that are pretty loose. It depends on the moderator. Why not give the moderated group a chance to develop first. If you're unsatisfied with the result, then you can lobby to unmoderate the group. I suspect Scarecrow would be happy to comply with a vote to unmoderate the group. Less work for him to do. (Side note. I hope the moderation would mainly reduce duplicates. I don't think I really want to see the number of requests reduced, or off-topic postings completely eliminated, in a group like this. Stuff like that can spark off new pictures.) --
