I think there are tools in the pbmplus suite to do this sort of thing

A sequence something like

giftoppm
ppmtopgm
pgmtopbm
pbmtoascii

Should do thr trick. It's a bit of a convoluted way to do it (4 stages) but
it worked last time I tried it.
