Then, when you go to post an article, tin will pick a file at random from that directory to be your sig for that post. I only have five or six myself, but only one of them(which I'm using for this post since this is alt.ascii-art) is more than one line. I think most people ignore 99% of the .Sigs they see, so there's really no point in putting a ton of stuff in them.
