Well, there are what is referred to as Gifscii, but it most often 
produces at best mediocre results, but if you really have your heart set 
on getting one, there are both msdos and vax versions of it at 
ftp.wwa.com but I suggest that you don't even try it on vax unless you 
have tons of free time.  Run on a 386 or better it isn't too slow, but 
don't expect miracles.
