The 'standard' 8-bit encoding on Usenet is ISO-Latin-1, a superset of ASCII, but different from IBM codepage 437 or 850. In ISO-Latin-1, I see repetedly the following characters: U^ (U with hat over) ^2 (2nd power/small 2) +- (plus-minus) ^0 (0th power/degree symbol) -tor
