It belongs in the web. It's perfectly ok to advertise a business on the Internet, but not to post it to places that don't want it, or e-mail somebody an advertisement. Sure the person can ignore it, but it still takes up space. It may not be much, but if everyone keeps spamming everybody, the space adds up. Same thing with Usenet. Some people have offline browsers that download everything at once, without looking at headers. They end up downloading a bunch of advertisements that nobody wants. Sorry for making that big speech, but my opinions about spamming and advertising on newsgroups are kinda strong, so I want to hopefully stop at last a couple of people from spamming. Unfortunately, that's probably not going to happen.
