 The derivation of "lookie loo" is from the California real estate
 industry.  It refers to an ad run by some realtor many years ago.  "Lookie
 loos" are people who come to see open houses on the weekends without any
 intention of buying, but just seeing the inside of someone else's house for
 decorator ideas or voyeurisms or whatever.
