@v_perjorative I suppose by 'layer' you mean a rectangle?If you already have one, select it, Ctrl + D to duplicate, then in the size fields at the top write +20mm into width / height.Inkscape will calculate the new size.Now you still need to center it with the previous object. Use the dialog under 'Object > Align' for that.
