       @mntmnFirst step: Nutzungsregelung. City has to mandate that 50% of all ground floor in any multi unit or office buildings has to be shop space. Like it was in the old times with many small businesses. Create supply will lower price and increase usage.(Also, no tax deduction for any empty space after 3 month - but that requires federal regulation).

       @mntmn90%is all we need to go ahead.The trick is just to make those 90% in a way to allow 100% later on - otherwise we're stuck with half ass crap like the original PC-Design.
