If I'm not mistaken, this is already partly the case in most western urban
civilazations. Most people don't seek the company of their neighbours, but
instead have a network of friends spread out geographically. As in
cyberspace, interests, work, etc. are the basis of friendships and
aquaintances, not how close you live.

Car and telephone kills the community? People don't care to assert themself
to get along with their neighbours because it's just as easy to maintain a
circle of friends living elsewhere?
