I'd guess that they built that from the U.S. Code CD-ROM. That's based
on the official U.S. Code, rather than one of the commercial versions,
and so, like the offical printed version, is a few years out of date.

My online copy of the copyright act, available in public/tzs on
ftp.u.washington.edu, is also out of date, because it comes from
that CD-ROM (or, rather, someone's upload at etext.archive.umich.edu
of that CD-ROM). I've occasionally thought I should get off my ass
and type in the correction to the fair use section, but have never actually
gotten around to it. It's good to see that I'm in good company!
