Secy. for African Affairs, was on the MacNeil/Lehrer News Hour last night and said the Marines would be offshore, ready to perform search and rescue missions for any airplanes that went down and to protect the Pakistanis. Later in the program he said the Marines would not go ashore except in the search and rescue missions, and that they would simply be in "readiness." He strongly denied any likelihood that the marines would be sent ashore to preserve order of themselves, and regretted that the decision to call them in (they were on a boat in the area anyway) had been made without consulting Mohamed Sahnoun. they hope to iron out any difficulties caused by that blooper.
