I know that my department here at Purdue University has a similar policy about graduate student's career choices. Unlike Angela's comments, where there wasn't any outright statement about students' intentions, at Purdue (and like Tom's institution) it has been made very clear that Purdue grads don't take careers at institutions less qualified than the Big 10. But the unfortunate part is that this is in some respects part of a larger problem. Let me be so bold as to say that tenure is now an issue of control and not academic freedom. Think about it. The job market is extremely tough, and it is not unusual for positions at reasonable institutions to have 50, 100, or more applicants for a single position. Additionally, there are part-time professionals (teachers and researchers) in over-supply. What's more, these part-timers usually have their office somewhere off an interstate highway in between two or three other colleges where they have found employment to make ends meet. Universities and colleges benefit immensely from these part-time professionals. Also, is it me or has anyone else noticed a recent decline in the number positions that advertise for ABD candidates? Why? Because there is an abundant supply of qualified people with the PhD in-hand, not to mention that institutions don't need to risk their chances on the "non-finisher," so to speak. We also need to keep in mind that research equals money. Most institutions shave off a percentage for grant monies that come into the institution under a faculty member. The bigger the grant, the better. But again, under the current system there is an abundant supply of labor from which "prestigious" institutions can always draw when faculty can't tow the line of a sixty to seventy hour week that involves a time consuming, and often administratively set teaching schedule. But remember that tenure has a heavier percentage placed on research when it is time for the candidate's review. I have said too much already, but I would point out that people are mistaken if they think that higher education isn't suffering under the current corporate system of many universities. The research frequently suffers because of the time-tenure factor, and quality teaching is rare because of the burden that administrators and others place on non-tenured faculty to produce, produce, and produce even more in your sleep. Meanwhile, take a look around some of your own departments. Carrying any dead-weights? Say like faculty who have tenure but don't teach or do much research anymore. Or on a final note, take a close look at the fact that many of the tenured professors (faculty who make decisions about non-tenured people's future) got their on much less than what is now required for tenure.
