Its easy.  Part of the need-based aid package for a student is tuition
remission.  I think the reason for this historically is the graduate
school and a handful of faculty have put pressure on the financial aid
office to take graduate student concerns, especially with respect to
tuition costs seriously.  In other respects, the need-based aid office
is very inhospitable toward graduate students in that we are lower priority
for work-study and the like.
