The ratings indeed create an impression of graduate departments and
they may have some effect on a person seeking a faculty/research
position. However, it is upto the individual student to develop
their credentials thru publications, presentations etc. All graduate
departments facilitate such activities but may not emphasize them due to
various reasons - some political and some due to low quality of students
in the program (it is a catch 22 situation).

The bottom line for a graduate student from low ranking school is - you
cannot sell yourself easily on quoting your profs and the univ. and
need real hardwork and individual accomplishments.
