However, it is upto the individual student to develop their credentials thru publications, presentations etc. All graduate departments facilitate such activities but may not emphasize them due to various reasons - some political and some due to low quality of students in the program (it is a catch 22 situation). The bottom line for a graduate student from low ranking school is - you cannot sell yourself easily on quoting your profs and the univ. and need real hardwork and individual accomplishments. from Bowling Green, Ohio K.
