This reminds me of the incest taboo. It's not that there's something inherently evil or biologically inappropriate about intimacy within the family or kin group. Instead, it's a fostering of cooperation between and among a whole bunch of kin groups. If universities hired only their own grad students, no cooperation among departments and sharing of different and diverse knowledge would occur. At least not to the extent that it could occur. I think the policy may be taken too far, though. Why am I qualified to teach and research at and for Notre Dame as a graduate student, but once I get the official PhD, that's it.... Hmmm...
